Regroup REGROUP Substance Abuse Program (RSAP)

Employee performance, dependability, productivity and safety are essential in the workplace and on the highways and bi-ways of towns and communities. Regroup recognizes how critically important it is for employers to have confidence in their employees, and particularly those in safety-sensitive positions who operate all forms of transportation, heavy equipment and other critical operations-related equipment. Efforts to ensure a drug-free workplace is the best investment any employer can make and REGROUP can help meet that goal.

REGROUP welcomes the challenge and opportunity to meet the Department of Transportation’s mission to help to ensure the public’s safety by preventing substance abusers from performing transportation industry safety-sensitive functions. We understand what is at stake and are very aware of the crucial role we play as “Gatekeepers” for DOT’s return-to-duty process. We are ethical and manage our business, processes, and clients and their employees with the highest degree of integrity. Our charge is to protect the public’s interest in safety by professionally evaluating the employee and making the appropriate education and/or treatment, follow-up tests and aftercare.

REGROUP is staffed with a team of Substance Abuse Professionals (SAP) who are licensed and/or certified; have clinical experience in the diagnosis and treatment of substance abuse-related disorders; and have completed the required training and examination. Overall, our team has more than 25 years of experience in this area.

RSAP Program

As a SAP we will provide services critical to the evaluation, referral and treatment of employees who have tested positive for alcohol and controlled substance; employees who have refused testing; or employees who have violated other provisions of DOT rules and non-DOT rules.

Initial Assessment and Evaluation

Using reliable alcohol and drug abuse assessment tools, we will provide comprehensive a face-to-face assessment and clinical evaluation to determine the level of assistance needed to resolve the problem associated with the form(s) of substance abuse. The face-to-face assessment is essential to ensure an objective evaluation of non-verbals such as feelings, thoughts, and behaviors, the client’s appearance, ability to make eye contact as well as other physical characteristics indicative of alcohol and drug use and abuse. Additionally, we will recommend the best course of treatment and/or education for the employee, which must be successfully completed before the employee can resume safety-sensitive duty. A variety of treatment types can be recommended and REGROUP has strong professional relationships with many of the best treatment centers, counselors, educational programs available, including self-help groups. Working closely with the employer, we will be aware of their policies in relation to treatment cost and management.

Follow-up Evaluation

REGROUP will provide a face-to-face follow-up evaluation of the employee prior to returning to safety-sensitive duties to ensure that the employee has demonstrated successfully compliance with the recommendations of the initial evaluation. The focus of the follow-up is on the level of participation and progress made, not just attendance. REGROUP will develop a follow-up testing plan for the employee, according to DOT guidelines.
